The Child Protection Substance Abuse Initiative (CPSAI) is a unique service that houses a team, including a substance abuse counselor, a counselor aide or outreach worker, and a case manager in the Division of Child Protection & Permanency (DCP&P) district offices in Essex, Union and Middlesex Counties. This team provides substance abuse assessments, urine screens, referral to treatment, some transportation to the appropriate treatment venue, motivational support and linkages to community self help. All referrals come through the respective DCP&P office.
Any parent, caregiver or adult in a household involved with DCP&P or the Adoption Unit where there is suspected substance use which may be creating, or could create child neglect or abuse. Any and all of the adults in the household can be referred for services.
